The City is seeking to engage the services of a qualified consultant to design and administer a statistically representative survey, a scoping survey, and two (2) focus groups involving both consumers and builders. The purpose of this engagement is to gain a comprehensive understanding of the motivations, behaviors, perceived benefits, and barriers associated with the purchase of energy-efficient homes and the implementation of energy-efficiency retrofit measures. |
