The City of Saskatoon intends to prequalify a short list of three (3) respondents as described in Appendix A. After evaluating respondents’ submissions, the City intends to issue a Request for Proposal (RFP) to the short-listed respondents for award of a Construction Management at-Risk (CMAR) Contract. The Project is to be designed and constructed in two phases using the CMAR delivery method: Phase I, Preconstruction Services, will include constructability reviews, value engineering, estimating, scheduling activities and procurement planning. Phase I is completed when there is agreement on the Project schedule and price—whether it be a guaranteed maximum price (GMP) or a lump sum. The City intends to take the design to nearly 100% completion within the Phase I period. Phase II, Construction Services, in which the CMAR assumes the general contractor role, including procurement of subcontractors and vendors, self-performance of certain elements of the construction (where permitted and at the City’s discretion), and full construction and commissioning. City’s Objectives By selecting the CMAR delivery method for this Project, the City expects the CMAR to collaborate closely with the City and the Designer during Phase I to develop a design that achieves the City’s objectives at a mutually agreeable GMP or lump sum price for delivery of the Project. The City also expects the CMAR to construct the Project, as designed, within the agreed-on price and schedule, through commissioning and startup. The following Project-specific objectives are provided to give respondents a better understanding of the Project and the work to be performed.
The Project will involve a third-party Owner’s Advisor to advise on the CMAR contract model and help facilitate collaboration during phase I. The City will also engage an independent cost estimator (ICE) to assess and validate all Phase I cost estimates. The City anticipates that the CMAR will competitively procure all subtrade scopes of work and all materials/equipment required. The City will likely set a limit on self-performed work with the intention that the CMAR could choose to self-perform the Division 1 scope along with one other major scope Division. The estimated cost of the self-performed work is to be negotiated between the CMAR and the City. The City must ultimately approve any CMAR self-performed work. The CMAR will not be allowed to bid against the market for any scope of work. |
